Register yourself on https://goaonline.gov.in and login.
Click on Services Menu → All Services → Legal Metrology → Registration of Manufacturers/Packers/Importers of packaged commodities.
Fill the Application Form.
Submit the application form and note the acknowledgment number (to track
the application).
Other compliances (if any) will be communicated after scrutiny of the application
Payment to done online after the Controller Legal Metrology Authorises the certificate.

Trade Licence issued by Municipality/Panchayat NOC or Establishment Licence.
Udyog Aadhar (if applicable).
ID proof of applicant.
Rent/Ownership/Lease Agreement of the Building or IDC Allotment letter.
Building Tax receipt.
List of commodities to be pre-packed.
Sample Label(s) to be used for the product(s).
Partnership deed/ Memorandum of Association or Article of Association/Byelaw (if applicable).
